The TL-D400S includes both the required PCIe host card and the external cable needed to connect it directly to a Windows or Linux PC. So if you're planning to install it on a standard Windows PC, you should not need to buy any additional interface card or cable - the included card and SFF-8088 cable are intended exactly for that use case.
